Prospective adoptive parents are required to send a proposal letter of intentions to the Lao Embassy within the United States. After the adoption letter is submitted, it will be reviewed by the Ministry of Foreign Affairs and the Ministry of Justice. A final decision will then be made. In 2008, a Family Law was revised, stating that non-natives can adopt children from Laos. However, because of how new this law is for Laos, it may still be unclear what the process will consist of. In 2011, six adoptions were finalized.
